Hong Kong will push ahead with two major new railways before 2030. The government has confirmed that the Hong Kong-Shenzhen Western Rail Link and the Northern Link Main Line will move forward under its first Five-Year Plan, as part of a "five horizontals and five verticals" strategy to complete the city's rail corridors. Both lines target the Northern Metropolis, the new development zone along the Shenzhen border.

Hong Kong-Shenzhen Western Rail Link

The Western Rail Link is an 18 km north-south line through the west of Yuen Long in the New Territories, serving Lau Fau Shan, Hung Shui Kiu and Ha Tsuen. It will connect to the Tuen Ma Line and, through a tunnel under Deep Bay, to Qianhai and Bao'an Airport in Shenzhen, reports International Railway Journal. A feasibility study will look at a possible southern extension to Hong Kong International Airport, which would link the two cities' main airports by rail. Design and construction tenders are planned for 2027, with opening in the mid-2030s.

Northern Link Main Line and branch

The Northern Link is an east-west line across the northern New Territories, close to the Shenzhen border, designed to support new homes, offices and university campuses. The main line adds new stations at Ngau Tam Mei and San Tin. A branch will serve Chau Tau and the Hong Kong Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone. Statutory procedures are due to be completed before the end of 2026, tunnel boring is set to start in 2028, and commissioning is planned for 2034.

New stations on existing lines

Two infill stations are also on the way. Kwu Tung station on the East Rail Line, between Sheung Shui and Lok Ma Chau, has been under construction since 2024 and is due to open in 2027. Hung Shui Kiu station on the Tuen Ma Line is planned for 2030.

Closer to mainland standards

Hong Kong has also introduced new railway standards that are more closely aligned with those of mainland China. The government expects this to open the door to more mainland construction experience and technology, while keeping international requirements. It is a notable shift for a network long built to British and international practice, and it follows the cross-border rail plans we covered in China's planned Shenzhen-Hong Kong high-speed line.

An engineer's view

The Western Rail Link is the most complex of the two projects: a cross-border line with an undersea tunnel, two customs regimes and potentially two different operating cultures. Aligning railway standards with the mainland will simplify procurement and construction, but the real test will be operations: signalling, train control and safety approvals must work seamlessly on both sides of Deep Bay. If the airport extension goes ahead, the line could become one of the most strategic airport links in Asia.
