Sweden's Transport Administration, Trafikverket, has picked the lowest-cost of the routes it studied for the Öjebyn–Rosviksbodarna stretch of the Norrbotniabanan, north of Piteå. The choice comes after the government ordered savings on the Skellefteå–Luleå section, now estimated at SEK 37.6bn in 2025 prices.

The preferred alignment follows the E4 motorway for much of its length, so road and railway will share a corridor, Railway Gazette International reports. Trafikverket said it also weighed construction feasibility, environmental impact and the effect on local communities. A regional station could be built at Norrfjärden, west of the E4, although its location and design are still open, and about 30 homes could be affected. A public consultation opened on 19 October and closes on 16 November.

The 270 km Norrbotniabanan extends the existing Bothnia Line north from Umeå to Luleå, and the European Commission lists the coastal route as a missing link on the Scandinavian–Mediterranean corridor of the TEN-T core network. The project is meant to roughly halve coastal journey times and add freight capacity for the mines and heavy industry of northern Sweden. Today, traffic between Umeå and Luleå uses an inland single-track line that Trafikverket describes as steep and unable to take heavy loads or high speeds.

The first 12 km, from Umeå to Dåva, is nearly finished, with freight trains targeted for late 2026 or early 2027. Construction has started between Dåva and Skellefteå, due for completion in 2036. The 140 km northern section through Piteå to Luleå is still being planned stretch by stretch, and construction has to start by 2033 at the latest.

The savings come with a capacity question. All three stages are planned as single track, a condition the government set for the northern section after it cut the allocation that had included preparation for double track. On a single-track line, capacity depends on the spacing of passing loops, and Trafikverket itself says that part of the cost increase comes from traffic forecasts requiring more of them. The lobby group Norrbotniabanegruppen warned in August that loops may need to be closer together where demand is highest: "Today's savings must not create tomorrow's bottlenecks." For long, heavy freight trains, loop length matters as much as spacing, which is where future savings and future traffic will collide. Sweden is not alone in trimming a corridor project to fit the budget, as our report on Italy's Salerno–Reggio Calabria line shows.

Trafikverket aims to present the railway plan for the Öjebyn–Rosviksbodarna stretch in autumn 2027, with detailed design of crossings, road links and noise protection to follow.
